Brent Housing Action and Housing4All will be co-hosting a NorthWest London Radical Housing Network meeting on Tuesday June 3rd. The meeting will start at 7pm at Brent Trades Hall Club (aka Apollo Club), 375 High Road, Willesden NW10 2JR. Nearest tube is Willesden Green or Dollis Hill ( both Jubilee Line). The Apollo Club is a two minute walk from Willesden Bus garage.

From Tuesday 3rd June, activists from Brent Housing Action and Housing4All (formerly the Counihan-Sanchez Housing Campaign) would like to open their regular bi-monthly meeting to all those concerned with housing and related welfare issues in NW London. This is to build upon the links made during the Inequality Bus Tour of 26/4/14, to bring in new activists looking to form groups that have contacted the Radical Housing Network since that weekend, and to compare ideas on how we should continue the struggle against the triple whammy of market-rent “affordable” housing, regeneration/gentrification projects and welfare state reforms.

Ideally each housing group will give a brief outline of their campaign (5 minutes approximately). The agenda could include the following:

  • How can NW London best support its various Housing Action Groups? (Anti-eviction teams/ duplication of Intel etc.):
  • MIPIM – the international land sales/housing conference- comes to Earls Court in October: joint protests?
  • Interaction with European/National/London Housing Networks?
  • Future Priorities

Invited groups include: Housing4All (co-host), Brent Housing Action (co-host), Radical Housing Network (co-host), Jubilee Sports Centre Campaign , Barnet Housing Action, Our West Hendon, Kilburn Unemployed Workers Group, Unite Community, Stable Way Residents Association, Save Earls Court, Gibbs Green, Sutton Estate, Grenfell Action Group, Advice4Renters.

Our enemies are united and well organised. To have any hope of success in opposing them we also must be united and well organised. This is not the time for complacency, defeatism or procrastination. Selling the family silver? RBKC, Savills and the carve up of our communities.

The Grenfell Action Group wrote recently to Robin Yu, who is responsible for the administration of Freedom of Information requests for the Royal Borough of Kensington and Chelsea, following concerns in our community that the TMO/Council are cooking up a plan to literally sell our homes from under our feet.

We are particularly keen to get our hands on two documents that have recently been commissioned by the Royal Borough from Savills, the Estate Agents to the nobs, that we believe may reveal how the Council intends to manage the future of their housing stock. The documents that we have requested are entitled the “Asset Performance Evaluation Report” and the “Options Appraisal for Investment in the Council’s Housing Stock” and were both compiled by Savills.

As soon as the Council complies with their Freedom of Information Act responsibilities we will appraise and share the contents with our readership. In the meantime we would question why the same company that has been given responsibility for creating a blueprint for the future of the Council’s social housing stock (Savills) has recently been spotted selling their wares at Cannes at the recent MIPIM property developers conference.

MIPIM is the world’s biggest property fair, where our cities and our land are up for sale. It normally takes place in Cannes, bringing together about 20,000 investors, developers, local authorities, and banks to figure out how to carve up our cities and sell off our land.
The companies which attend MIPIM, and our government “representatives” who share their champagne, are responsible for the eviction of communities, the gentrification of our neighbourhoods, and the housing crisis itself.

This year, on March 12th, people in cities across Europe took action to denounce the sale of our cities. The action was called by the European Action Coalition for the Right to Housing and the City, and was supported in the UK by the Radical Housing Network, with which the Grenfell Action Group is now affiliated.

It is at MIPIM that the rich and powerful get together to carve up the land that will be stolen from existing social housing tenants. It is at MIPIM that our cities, lives and communities are bought and sold without any regard for existing residents well-being. It is at MIPIM that we fear our futures will be traded and our land sold to the highest bidder.

MIPIM will be meeting next at OLYMPIA in October, which will give our residents the opportunity to voice our protest against the immoral and inhuman treatment of RBKC social housing tenants. We strongly urge our readers to be there so that our voices and our resistance can be heard.

In the meantime, we want to know why our Council has given the power to decide the future of the Borough’s precious social housing stock, and the living communities within, to an Estate Agent company that the Grenfell Action Group believes is so involved in the world of MIPIM with its high profits, low morals and dodgy deals.

The Grenfell Action Group has decided to publish a monthly photograph to highlight some of the slum-like living conditions on Lancaster West Estate that we are seeking to improve. It is worth remembering that residents on Lancaster West Estate are forbidden from describing our living conditions in their true state by some of those with power in Hornton St and we believe that this oppressive behaviour brings great shame on the likes of Conservative Councillor Rock Feilding-Mellen and Labour Councillor Judith Blakeman.

May’s featured photograph is taken from just meters away from the main entrance at Grenfell Tower and shows how the area has become a virtual no-go zone because of high levels of disgusting and filthy pigeon and other bird excrement. The netting used to keep birds from entering this area has long disappeared as a consequence of RBKC Council and TMO neglect and anyone now unfortunate enough to store a bicycle on this part of Lancaster West Estate risks getting covered in some very unwelcome gifts from above.

THE REAL QUESTION, HOWEVER, IS DOES ANYONE AT THE RBKC COUNCIL OR THE TMO REALLY GIVE A DAMN ABOUT THE POSSIBLE DANGER TO THE PHYSICAL WELL-BEING OF THE CHILDREN OF GRENFELL TOWER WHO ARE NOW FORCED TO PLAY AROUND THE BASE OF THE TOWER BLOCK AS A RESULT OF THE KALC OVER-DEVELOPMENT TAKING ALL OF OUR COMMUNITY’S PLAYSPACE?

We will return in June with more evidence of the slum like conditions that residents on Lancaster West Estate are forced to endure as a result of callous and chronic long-term under-investment from the RBKC Council and their quislings at the TMO.

DESPITE THE BEST EFFORTS OF CERTAIN LABOUR AND CONSERVATIVE COUNCILLORS WE WILL CONTINUE TO TELL THE TRUTH ABOUT LIVING CONDITIONS ON LANCASTER WEST AND HOW FORTY YEARS OF ABUSE AND UNDER-INVESTMENT BY THE RBKC COUNCIL AND THEIR QUISLINGS AT THE TMO HAS BROUGHT OUR COMMUNITY’S HOUSING STOCK AND IT’S SURROUNDING RESIDENTIAL AMENITY TO THE BRINK OF ABSOLUTE DISASTER.

FIRST, OUR HOUSING HAS BEEN ALLOWED TO DETERIORATE BEYOND REPAIR AND IN THE NEAR FUTURE, WE BELIEVE, THAT IT IS THE RBKC COUNCIL’S EXPLICIT AIM TO INHUMANELY SOCIALLY CLEANSE THE MAJORITY OF LANCASTER WEST ESTATE AND OTHER SOCIAL HOUSING IN NORTH KENSINGTON UNDER THE GUISE OF SUPPOSED “REGENERATION”!

WE WILL NOT BE INTIMIDATED OR SILENCED FROM EXPOSING WHAT WE CONSIDER TO BE UNCARING AND FASCIST TREATMENT OF OUR COMMUNITY. SHAME ON THOSE WHO WOULD DENY US OUR DEMOCRATIC RIGHT TO FREE SPEECH AND TO OUR PRECIOUS AND HARD FOUGHT RIGHT TO TELL IT OPENLY AND TRUTHFULLY AS WE SEE IT!

WILL THE “MULTI-MILLIONAIRE” ALDRIDGE FOUNDATION PAY THE LONDON LIVING WAGE?

In late 2013 the Grenfell Action Group approached the Aldridge Foundation to request that local people are given genuine employment opportunities at the Kensington Academy and that these workers be treated with respect and be paid the London Living Wage. It was explained to the Aldridge Foundation that our community doesn’t want companies given contracts at the new Academy who are only prepared to pay minimum wages and further exploit workers with zero hour contracts.

David Benson, the newly appointed Head of the Kensington Academy, listened respectfully to these requests and promised to bear them in mind as the KALC project developed. Last month, we wrote to Mr Benson and asked him to update our community with details about employment opportunities and whether the Aldridge Foundation will be demanding that employees at the Kensington Academy are paid the London Living Wage.

We have detailed the Academy’s response to our question (in bold) below:

Please can you inform me what progress have you made with the Grenfell Action Groups’ request that you secure the London Living Wage for Academy employees and the Academy’s contractors employees?

This is not yet confirmed as the academy is exploring different options for catering and cleaning. However, David would like me to restate that it is his ambition to pay the Living Wage to all employees as he did in his previous school Ark Academy. 

THESE WORDS MEAN VERY LITTLE AT THE MOMENT AND RESIDENTS OF LANCASTER WEST HAVE GROWN CYNICAL AND TIRED OF THE PROMISES MADE BY THE COUNCIL/TMO/ALDRIDGE ACADEMY/ETC. TO OUR COMMUNITY. HOWEVER, THE GRENFELL ACTION GROUP ARE TRUSTING THAT THE ALDRIDGE ACADEMY UNDERSTAND THE VERY REAL BENEFITS OF TREATING PEOPLE WITH RESPECT AND A GOOD WAY OF SHOWING THIS IS BY PAYING THE LONDON LIVING WAGE.

GOOD MORNING WORM YOUR HONOUR

Every once in a while we are reminded of the need to lighten the tone a little and introduce a little humour. With that in mind, we thought we might like to enlighten our readers about a comical but insightful incident that occurred at the RBKC Town Hall back in 2012.

A small group of activists from the Grenfell Action Group descended on Hornton Street to observe a full Council meeting and to listen to what Tory and Labour Councillors had to say about the KALC project which, by that time, was already an unstoppable juggernaut.

We could scarcely believe what was happening when Derek Myers, the then Chief Executive of the Council, took one look at these unwelcome visitors from Lancaster West, sitting in the Public Gallery, and immediately summoned the assistance of the the local rozzers.

Five minutes later, a Police Sergant and two constables appeared on the scene and seemed genuinely bemused at the reason for their call-out. The truth was that they had been troubled by nothing more threatening than six or seven people, all over 50 and some disabled, simply excercising their democratic rights. The Police Officers hung around for five or ten minutes and then made a sheepish and apologetic exit.

The irony of this story is that, behind the scenes, the Police had far more serious matters to occupy them. They had arrested a ‘former’ Conservative Councillor, who had also been serving as governor of a North Kensington nursery school. This miscreant had long been known in the most senior council circles (ever since he had first been arrested in 2010) to be the subject of a serious police investigation, but had only resigned his seat when formally charged with child pornography offences. He was subsequently convicted of those charges and is now a shamed ex-Royal Borough Tory Councillor.

At his trial his defence urged the judge to spare him from prison, suggesting that he was;

“…perhaps a bit naïve, unworldly, but essentially a nice, amiable man, of impeccable character, who had Labour and Conservative politicians queueing up to attest to his integrity.”

The judge, of course, was more than happy to oblige.

What are we, or our readers, to make of such odious and murky double standards at the heart of Royal Borough politics, and what does this story reveal about the attitudes of the privileged few who exercise so much power in our names?

GRENFELL TOWER – THE GREAT SNAIL RACE

A little while ago we published an item on this blog querying again with the Council and the TMO the continuing delays to the Grenfell Tower Project. We criticised the lack of transparency, and pleaded for more information to be provided to the residents of Grenfell Tower. Needless to say no-one at the Council or the TMO saw fit to respond in any way to our blog, even though we know they keep a very close watch on it, and would dearly love to silence us completely.

Since publishing that piece we have been doing our own research and succeeded in locating the planning approval for the Grenfell Project which was issued on 10th January this year. Anyone familiar with these decision notices will know that they invariably come with a number of planning conditions attached which the applicants are required to meet before they can begin work. This is all perfectly normal. However, one of the planning conditions attached to the Grenfell Project (Condition 11) is especially interesting, and especially problematic, in our opinion. We reproduce the text of this condition below:

The development hereby permitted shall not be implemented until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. The statement should include:

• routeing of demolition, excavation and construction vehicles;
• access arrangements to the site;
• the estimated number of vehicles per day/week;
• details of any vehicle holding area;
• details of the vehicle call up procedure;
• estimates for the number and type of parking suspensions that will be required;
• details of any diversion, disruption or other abnormal use of the public highway during demolition, excavation and construction works;
• a strategy for coordinating the connection of services on site with any programmed work to utilities upon adjacent land;
• work programme and/or timescale for each phase of the demolition, excavation and construction works; and
• where works cannot be contained wholly within the site a plan should be submitted showing the site layout on the highway including extent of hoarding, pedestrian routes, parking bay suspensions and remaining road width for vehicle movements.

The development shall not be carried out except in accordance with the approved Construction Traffic Management Plan.

The requirement for a traffic management plan is a perfectly normal condition to which any building project would be subject. However, in the case of Grenfell Tower it raises very difficult logistical problems which we believe may be impossible to resolve, at least in the near term. Because the KALC site fencing hugs the base of Grenfell Tower in what we can only describe as a strangle-hold, there is literally not enough room left to swing a cat. We suspect, therefore, that under current circumstances the creation of a traffic management plan for this project is logistically impossible – hence the continuing and seemingly interminable delays. In our view a viable traffic management plan cannot be produced until the KALC project is virtually complete and the ‘Berlin Wall’ comes down.

This raises the question of whether the planners considered this major obstacle to the Grenfell Project at earlier stages in the planning process. If they did, then they have cynically misled local residents into false and unrealistic expectations that the Grenfell Project could, and would, be delivered in paralell to, and in synch with, the KALC development. Conversely if they failed to realise that delivering both projects in paralell was not viable, then the planning process was flawed and incompetent right from the start. So which is it? We can’t even begin to speculate!

This same impasse also raises a further unavoidable question as to whether the Aldridge people, and the RBKC planners and Cabinet, will be willing to have the ‘Grand Opening’ of the new academy spoiled by unfinished landscaping and the accompanying safety hazards caused by the need to use the space around Grenfell Tower to accomodate the extensive logistics needed for the Grenfell Project – high rise scaffolding, HGV access, deliveries and storage of materials, plant and equipment, etc.

If the mindset of those in power at Hornton Street is as contemptuous of our community as our previous piece ‘All animals…’ suggests – and we have little reason to believe otherwise – we can’t help but wonder if there is, or ever has been, any genuine will on the part of those in power to deliver the Grenfell Tower Project as promised. It seems to us that the only advantage this would hold for the powers that be would be the cladding of the exterior of the tower so that it complements the appearance of the academy, rather than have it continue to serve as a reminder to users of the new complex of the neglected ghetto right next door to the so-called prestige KALC development.

The cost/benefit analysis that will ultimately decide the fate of Grenfell Tower is, of course, entirely out of residents’ hands, as it has always been, and remains the prerogative of the ruling RBKC elite, whose attitude to the residents of Lancaster West has always been at best disdainful, and at worst utterly contemptuous.

If and when the Grenfell Project does proceed we would speculate that the area most likely to be designated to accomodate the project site office and accompanying logistics, will be the space that includes the area formerly occupied by the Grenfell Tower playground, in which case the preteen children of the Grenfell area will have an even longer wait than expected before they again have a playground to replace the one that was so callously taken from them, and which they so desperately needed. That need still exists and is no less pressing now than it ever was.
