Doing us down!

silchesterOver recent months there seems to be a focused attempt by persons unknown to rubbish the working class community of North Kensington, demonise local people as criminals and call for the demolition of our homes.

First of all, in February 2016, a petition appeared on the RBKC website that described Dixon, Markland and Frinstead Houses as “incredibly run down, dirty and abandoned”. In addition, it suggested that the Silchester Estate is both not integrated into the wider community and that it is also a hot bed of criminal activity. The petition called for the demolition of the run down towers of North Kensington and for them to be replaced with “decent” housing — the suggestion being that this would somehow result in a crime free area. The petition attracted four signatories and we have included a copy of the highly offensive prayer below:

We do not know the individuals behind this vile attempt to smear our community and we don’t know if it is the same group of individuals who have set up the following rather sinister Facebook page with the apparent sole aim of discrediting our way of life and painting North Kensington as a violent and gang run no go area:

The Silchester area and the wider North Kensington area have been and continue to be a target for gangs and criminals. Everyday in our streets some sort of crime, delinquency or antisocial behaviour takes place. Regeneration has been proven effective in breaking away gangs and organised crimes who are usually part of a local support network. It is important that we embrace the regeneration projects from the Royal Borough of Kensington and Chelsea so we can finally look forward to a safer neighbourhood. It is also likely to create jobs with new retail units and much needed housing.

We do not know, at this stage, if any of the individuals involved with the petition or Facebook page are linked to Cllr Feilding Mellen, RBKC Council or are acting in the interests of property developers. What we do know is that these individuals are not interested in seeking meaningful solutions to any of the social issues faced by our community. The Grenfell Action Group believe that the supporters and agents of social cleansing are getting active and we intend to expose whoever is behind the simplistic and ignorant mantra that knocking down our homes will bring any positive benefits to existing tenants or to the wider community.

Flood at the New Pools

The above photograph is one that the RBKC would rather you did not see. In stark contrast to the idyllic images that adorned the construction hoardings of the new Kensington Sports Centre, this picture reveals a much more slippery reality. Instead of a brand new and functioning sports centre, we find various plastic buckets and accompanying “do not slip” warning signs being placed near the entrance after a rain shower caused the roof to leak. These leaks are not just a health and safety problem. They reveal that in settling for a pure cowboy job in the construction of the new Leisure Centre, the RBKC has also betrayed its promise to this community to deliver up-to-standard facilities.

The Grenfell Action Group have warned all along that the quality of works to both the Kensington Aldridge Academy and the Sports Centre was sub-standard. It looks like our worst fears have now been confirmed. The flooded area at the new Sports Centre is not confined to the entrance hallway, but is also a major problem in the Sports Hall and swimming areas. Being only a year old, it seems like the new Sports Centre building is already not fit for purpose. Let’s hope that the RBKC have a good penalty clause written into the construction contract, and that they don’t find that Robert Lynch (Project Manager) and the construction company, Leadbitters, have done a bunk!

It is telling that the Grenfell Action Group’s photographer was threatened and ordered not to take the above photograph by staff and management at the Sports Centre. Of course, no valid reason for this censure was forthcoming. But we can assume that it has something to do with the RBKC’s embarrassment in having paid so much for a building that only a year on is already tearing at the seams. No doubt, the RBKC will come up with an excuse for the evidently poor quality of the workmanship. We can also rest assured that the RBKC will let this obvious waste of vital council tax resources (on a sub-standard sports hall) slip under the carpet.

RBKC and their Private Business Deal

Back in early April 2016 the Grenfell Action Group contacted the Information Commissioner’s Office after the Royal Bourogh of Kensington and Chelsea Council refused to disclose the confidential reports and financial information regarding the lease of the North Kensington Library and the Westway Information Centre to Notting Hill Prep School.

Last week we learned that the Information Commissioner has been in contact with RBKC and has asked them to provide copies of the withheld information and to put forward their arguments in favour of not providing the requested information under Regulation 12 (5)(e) of the Environmental Information Regulations 2004 (the EIR).

We fully expect the Information Commissioner to find in the Grenfell Action Group’s favour and that, in due course, we will learn more about how the Council have gone about handing over our much loved and prized community assets to their friends in private education. One has to question how the Council continue to hide behind environmental legislation in denying our community the information we seek when, every time we appeal to the Information Commissioner, their Office find in favour of formal diclousre and against the decision to withhold made by Ms Leverne Parker, the Chief Monitoring Officer at RBKC?

We can remind ourselves, also, that the gifting of the North Kensington Library and the Westway Information Centre to the Notting Hill Prep School has been overseen by Cllr Feilding Mellen who, we believe, has a conflict of interest in this matter by virtue of having his children’s names “put down” to attend the exclusive and Notting Hill Prep School. Every reason in the world to ingratiate himself with the local elite by transferring public assets to the private educational sector.

The Grenfell Action Group have long wondered who made the initial approach with regards the leasing of the North Kensington Library and whether it was the Prep School that contacted the RBKC and approached them about taking over the library or visa versa? We have now obtained the answer to this question via a trusted source in an authoritative position at the Notting Hill Prep School that it was the Council who made the original advance and suggested to the school that the library would be available to lease.

We are shocked, but not surprised, by this revelation but we do believe that it shows that the loss of our public space is nothing other than the result of a PRIVATE BUSINESS DEAL between the RBKC and their friends at the Notting Hill Prep School. What business do a Local Authority have to approach a private school and OFFER them our public assets? The fact that no other local community groups or businesses where invited to take part in the bidding for the lease of North Kensington Library building is most discriminatory and, we are informed, can be challenged in the Courts.

The Grenfell Action Group have confidence that the RBKC will be held to account over their handling of the library and that their failure to offer an open tendering process to obtain the highest bidder and the subsequent lack of scrutiny into this matter will be exposed. The Grenfell Action Group have recently been contacted by a number of journalists from national newspapers and journals who are interested in Cllr Feilding Mellen’s alleged “conflict of interest” in handing our library and the Westway Information Centre over to Notting Hill Prep School. We have supplied these news sources with the evidence that we possess and are keeping our fingers crossed that the day of reckoning for Cllr Feilding Mellen, RBKC and their friends at Notting Hill Prep School is fast approaching!

KCTMO- JUSTICE IS COMING.

There can be no better example of corrupt power and lack of scrutiny than the Kensington and Chelsea Tenant Management Organisation. The Council’s long-arm landlord has made the life of tenants and leaseholders a misery for many years and instead of being held to account by the Local Authority the TMO enjoy an unholy relationship that allows them to act with impunity. Anyone seeing the heartless RBKC Head of Housing, Laura Johnson and the sleazy TMO Director, Robert Black, together will realise that accountability, scrutiny and justice for victims of the TMO are very low priorities indeed.

However, a recent post on the excellent Hornet’s Nest website has attracted in excess of 100 comments all of which paint the TMO in an appalling light and suggest that actions maybe afoot to end the TMO’s reign of terror.

Among the comments listed there are some serious allegations leveled at senior members of the TMO Board that include charges that Cllr Maighread Condon Simmonds has used her position at the TMO to award a gardening prize to a friend who does not even have a personal garden and that she has helped her favorite gardener at the TMO to access lucrative contracts through the Area Review Board fund. There are also serious allegations made about the storage of pornography on TMO computers, the objectification of women, bullying and intimidation and of false accounting.

The comments on the Hornet’s Nest also go on to give details of Robert Black’s Linkedin page that show he has no formal academic qualifications to run a large social housing operation and that the man is not even capable of correctly spelling words like “business” and “authorities”. For someone who is happy to put his hand out and accept a salary approximate to that of the Prime Minister one would expect some proper qualifications (outside of attending an art school and graduating with a Diploma in Art) or at least the basic ability to use the English language in it’s correct form:

Finally, there is a call on the Hornet’s Nest blog for victims of the TMO to get active and find a way to dis-empower the TMO Board and to bring in people who have the necessary empathy and qualifications to run our properties in a respectful and professional manner and to put an end to the cosy relationship between certain TMO Board Members and the RBKC. There is talk of an organising meeting and a petition calling for the sacking of the TMO Board. The Grenfell Action Group understand as well as any the impact of the mini mafia who pretend to be a proper functioning organisation but instead make it their business to go after any residents who have the temerity to stand up to them and we will be publishing details of any future meetings or petitions here on our blog. The days of the TMO running rough shod over tenants and leaseholders maybe coming to an end and we intend to help expose the abuse and ill-treatment of our community until someone in power takes notice and holds the guilty to account at the TMO.

Feilding-Mellen Versus Longniddry

Longniddry3Many residents of the Rotten Borough, not least those living in areas targetted for ‘regeneration’ such as the Silchester Estate in North Kensington, will be appalled and  dismayed to learn that Rock Feilding-Mellen, the man responsible for overseeing the redevelopment of the estates on which they live, has lodged an application, as Director of  ‘Socially Conscious Capital’, for ‘Planning Permission in Principle’ to develop an area adjacent to the village of Longniddry in East Lothian. The development will feature 450 new homes plus associated employment and community facilities and infrastructure. The site, owned as absentee landlords by Feilding-Mellen’s own family, the Wemyss and March Estate, has been allocated in the East Lothian Local Plan for a development of this size, but is also earmarked for a potential future expansion to accommodate up to 1000 new homes.   http://www.longniddrydevelopment.com

According to ‘Socially Conscious Capital’ the prospect of a new development at Longniddry is ‘typically contentious’ with local residents. They’re certainly not wrong about that as there has been considerable organised local opposition in Longniddry to the proposed development, notably from the ‘Listen To Longniddry’ group according to whom:

“The only thing that will be sustained in this “sustainable urbanist” development is the rate of profit to the Wemyss and March Estate. If this application is approved it will lead to permanent loss of Grade 2 agricultural land (some of the very best in Scotland, according to a professional agronomic analysis commissioned in 2013). How the enthusiastic obliteration of this farmland and its replacement with concrete could ever be seen as “sustainable” is beyond us. We have articulated our concerns about this development many, many times since 2013 (not to mention the way the so-called “community consultation” was undertaken)…..the consultation was undertaken with a very deliberate intent to avoid the crucial question of whether this development should even happen. Instead, it steered the community towards infrastructural and design questions, and falsely took community engagement with those questions as evidence that the community supports the proposed development.  

The vast majority of housing in this particular development will not address genuine housing need as it will not be truly affordable and there are approximately 25,000 empty homes across South East Scotland, calling into question how much we need to rip up essential farmland and green space to build new housing. If the Scottish Government is serious about “sustainable urbanism”, then it will see the staggeringly unsustainable idiocy of ripping up some of the best arable land in Scotland and replacing it with concrete.”      https://www.facebook.com/ListenToLongniddry

So much for any environmentalist credentials Feilding-Mellen might wish to claim. It is interesting to note also that the only other attempt we could find at a major development project by Feilding-Mellen’s ‘Socially Conscious Capital’ involved plans to build 800 new homes at Thorpe Woods near Norwich, on land owned by the wealthy and aristocratic Mayhew and Meath Baker families. The original development plans were torpedoed by a highly successful local opposition campaign which succeeded (in 2011) in having the greater part of Thorpe Woods designated as ‘ancient woodland’ and therefore entitled to full protection, along with its unique biodiversity and rich wildlife habitat.

In this regard John Hiskett, of Norfolk Wildlife Trust, commented that:

“Due to its size and location adjacent to other County Wildlife Sites, Racecourse Plantation forms a key link in the green infrastructure of north east Norwich and the retention of the whole area as natural green space will be especially important in the light of large scale housing proposals for the area”

Faced with this adverse decision the landowners, rather than accept and respect the ecologically sensitive nature of the site, instead entrusted the onerous task of securing planning permission for a new version of ‘Norwich’s most unpopular ever development’ to a friend and neighbour from RBKC, Rock Fielding-Mellen. Rocky and his mates commissioned a new ‘masterplan’ for a smaller development of about 300 dwellings, which they are likely to submit for planning permission sometime in the near future.

According to the ‘Save Thorpe Woodlands’ campaign Feilding-Mellen and his company specialise in such difficult and unpopular planning applications. They claim the aristocratic Feilding-Mellen and his ‘democratically oblivious and environmentally blind’ old Etonian chums squandered prodigious sums of pocket money hiring compliant consultants and again proposed saving and improving the woodlands by building on them – astonishingly on a smaller site but still right in the middle of the woodland area.

It also strikes us as rather strange, and more than a little suspicious, that ‘Socially Conscious Capital’ has, according to Feilding-Mellen, so far secured planning permission for over 10,000 new homes and has worked on many significant development and regeneration projects, but is registered at Companies House only as a small company and declared, in its last published accounts, capital and reserves of a mere £681, net assets of only £3,699, and no profits whatever ( SCC accounts 2015).  Also, the only public record we could find of development projects involving this company, are the two featured in this blog, and these were apparently gifted to Feilding-Mellen either from his own family’s Scottish estate or courtesy of his wealthy friends the Mayhews. In our view none of this constitutes credible evidence of his much vaunted and self-publicised business acumen, nor indeed of his claims to be socially and environmentally aware and responsible.

From all of the above it seems clear to us that Feilding-Mellen has a significant conflict of interest as the RBKC Cabinet Member for Housing, Property and Regeneration, as he is one of the chief officers of a company the financial status of which is as clear as mud, and the business model of which, according to its website, is ‘to work in partnership with landowners to get the best value from their land’.  Many would argue that this ideology is incompatible with his duties as a public servant in the Rotten Borough, and that working for landowners to maximise profits for them is the hallmark of the regeneration policy that he has pursued, and continues to pursue, in public office and that has contributed greatly to the erosion of communities and of social and affordable housing in RBKC.

Given what we already know from experience of Feilding-Mellen’s character and attitudes we think there is little doubt that he enthusiastically applies the same view of regeneration (ie environmentally and socially reckless) to his actions at RBKC as he has done in his private business interests. As Director of ‘Socially Conscious Capital’ he clearly views land and buildings solely as opportunities for monetarisation, and the reason that he is so committed to this process is clear. He crows on the company website that ‘the more money we make for the landowner, the more money we make for ourselves’.  Amazingly, but not surprisingly, this jumped up spiv opportunist sees no conflict of interest between his position as the RBKC Cabinet Member for Housing, Property and Regeneration and the self-serving mercenary ideology he espouses as Director of ‘Socially Conscious Capital’.

Given his history and current form it is clear to us that Feilding-Mellen is as mercenary, unprincipled and manipulative as they come, with little or no regard for the social or environmental consequences of his actions. We therefore consider him to be entirely unfit for the position of power and influence he now enjoys overseeing the so-called ‘regeneration’ of huge swathes of the Rotten Borough of Kensington and Chelsea.
